If your number is true, it shouldn't be a surprise: they have 1billion plus people and they were the most populated country until last month.
And this ain't about population control only or optic (optic for who?). It's easier to control a distracted population... Panem et circenses. If the only goal is control, you will let those things run wild. It has more to do with the revival of Confucianism as an ethic. So it's also about morality. Wang Huning is behind it.
