Every single nation with a surplus of men goes to war or exports them out to do their dirt before things get hectic at home. In modern times Saudi Arabia has perfected it. India currently has a serious brain drain that Modi and his cronies want to reverse, and have their extras go after Pakistan and whoever else wants it. China has the worst gender imbalance of them all and it will spill over, inevitably.
The western "way" has been to systematically feminize their populace to try keeping them manageable.
