This can go very very fast. There was floods just last week in Germany Belgium and France and same thing happened, it really doesn't take that long and you could already be on the road and you get caught in it. Add to that maybe some river not so far, landslide that opens up the way for water to come your way and it's a wrap. One night I went down a rabithole of FB videos of these floods, sometimes people are just minding their regular business and all of a sudden the whole area is absolutely flooded, houses collapsed, bridges destroyed, etc.
