No, it's a response to the US convincing Canada to follow their lead with tariffs on China during the first Trump administration. Canada obliged, and then Trump backstabbed them with the current fukkery. China is ensuring there's pressure on both sides now, as punishment.

Art of the deal , if I was running Canada I'd cozy up with the Chinese for a better deal . Uncle Sam provides no incentives to lower inflation
