That's multiple execs confirming the same shyt. The part about other places not having the internet infrastructure to enforce an always online requirement is common sense that Online DRM won't be in the PS4. What that being said, it's safe to assume that used games will be allowed to be played with no fee on the Sony end AND that you can take your shyt over to your friends house without having to log in with your id to play your game at his spot. Even if Rapestop charges you a "fee" that they give to the publisher to play a used game, it won't stop ebay or craigslist or private sales.

While Sony was cheered in heroic fashion for proclaiming that used games would be free and clear to operate on the PlayStation 4, it appears that the reality is actually a bit more complicated. Sony America CEO Jack Tretton has made clear today that while first-party titles will fit in with yesterday's "hands-off" approach, third-party publishers will be allowed to throw some curveballs.

"There's gonna be free-to-play, there's gonna be every potential business model on there, and again, that's up to their relationship with the consumer, what do they think is going to put them in the best fit. We're not going to dictate that, we're gonna give them a platform to publish on. The DRM decision is going to have to be answered by the third parties, it's not something we're going to control, or dictate, or mandate, or implement."

That's the new word out of Tretton's mouth, which seems to indicate that players like Electronic Arts, Ubisoft, Treyarch and pretty much any PS4 game maker outside of Sony's own umbrella can cobble together any combination of policies they want.
When PSN went down just a couple of weeks ago, @Fatboi1 could not access his PS4 games because of some DRM issues preventing him from playing while he wasn't connected to PSN
Other posters from this site then came out saying how they had similar issues and what they had to do to get it to work properly
