All words are. And all words that a deemed inappropriate are deemed that based on how somebody feels about them. And like most words that fall into this category, its not even the actual meaning of the word that people take issue with...its the colloquial meaning that people have assigned because of feelings.

If someone uses the N word, that’s always been used as a slur to denigrate.

Which is exactly the way he used it there. In fact I've never in my life heard a common person use that word in any other way than that.
