It's a study. From the study, they can generate possible reports on its feasibility. Then, from that, they'll try to get a grant on experiments. That will be more money, but separate from the $630,000.
So for $630,000, they are paying people to research it. If it takes a year to research it by 6 scientists, they get paid $105,000 for one year. Or three scientists two years, at $105,000 each year. So sometimes, being a nerd scientists pays off.
