Yes, in a situation of total societal collapse, there will be a large force of guards patrolling a wall that is there to stop a mass migration of desperate people, but not too desperate as they will be too lazy to dig Tunnels or bring ladders with themselves, towards Mexico instead of Canada, where the border is completely unguarded for thousands of miles. I can see why this makes complete sense to you. It's so obvious.
