As said on the last page, they are being told to stand down. Their actions in Manhattan show that. A perimeter could have been established in SoHo and Midtown if they were given the go ahead by the Mayor.
EDIT: The Mayor has the power to let them act as they please or rein them in. It's why New York got tougher on crime under Giuliani. It's why there was stop and frisk and broken windows policing under Bloomberg. It's why the city has been torn up over the past couple of nights.

I'm not really worried since I'm usually inside around that hour...I was in upstate (Syracuse) over the weekend and they had aca from 8pm to 7am but their mayor cancelled it 36 hours later which is how I was able to leave.I don't see this lasting no longer than a week at best.

The rents these young people have to pay is already high, the primary less than ideal exceptions being usually:
- staying below an income range to qualify for section 8
- living with roommates
- winning the housing lottery, or
- getting a civil service or administrative job where wages also have not kept up with the rise in rents.
