Because Pac stopped dealing in reality bro; whether he really believed it or ran with the lie intentionally. When you're told by multiple people, especially the nikka that got hit along with you on the same night that it wasn't from Big & he had nothing to do with it; then it's time to come to terms. He & Cease tried to visit him in the hospital & brought his hammer back to him & that visit to Riker's should've squashed any potential issues
Pac reached out to Biggie personally. Pac was going thru a lot mentally at that point. Biggie is the one who was denying those calls. I know if I wanna clear some shyt up wit my boy cause I know he going thru some hard shyt. Imma make sure I speak to that man. Biggie moved like he gave zero shyts about Pac. But u can’t be running around calling a nikka a liar if that’s what HE truly believed. And the nikka himself is making the shyt even worse by the actions he’s taking.

We don't know what was going through Big's head either. He could've felt some way after being turned away from visiting him in the hospital. It works both ways bro. And even if Big wasn't a good friend in that moment, he didn't deserve to be tied into Quad with that lie pushed because he had nothing to do with it. Like I said a before, between trying to visit him in the hospital & the Riker's visit, that should've cleared any misconceptions Pac had in regards to Big with that. Pac could've easily corrected himself or said he spoke before getting all the facts or more info but as his people said, he wasn't the type to do that
Biggie wasn’t the one with bullets in him. U can’t pull that card here. I’m not saying Pac deserves no blame but to put ALL the blame on him and none on Biggie is bugged out and makes no sense. shyt could’ve been worked out better on BOTH ends. Pac ain’t tie Biggie into shyt until after he got on Death Row. He went harder at Stretch than Biggie in that first Vibe interview. Biggie was being a terrible friend. No other way about it.
Look, I wasn't there when Pac got shot and all we ever get is biased accounts of what happened, so we will never truly know that truth. But that doesn't change the fact that Puff and Big went to California slandering Pac all over the radio in his home turf, which was fukking stupid.

It doesn't matter how he felt, the reality is Big had nothing to do with it & tying him into the Quad was not only lie, but it was wrong on all levels which snow balled into the other bullshyt from both sides. There's no getting around that no matter how many calls Big ducked from him. I can feel some way about a certain situation, but if I'm corrected & told to my face by the nikkas directly/indirectly involved, then I'm wrong & that's reality. Ive said so much on this site that came from being on the street, knowing circles in hip hop during that time, to the point that my dog was BIGs road manager until he got fired for ripping BIG off.

They operated on a whole other level that wasnt in BIGs capacity to move them around like chess pieces.
