Instead of going to Wisconsin and other rural areas, she was already picking out china patterns for the WH and meeting with celebrities I was willing to support her as a Bernie supporter. She should've went down swinging, went on the offensive, or did everything she could to win. Senators do not have an area of the state that they "preside over." They cannot set up "safe haven based area" or "ideal situation" within their state. They have absolutely zero authority over state governance, state law, local governance, local law, enforcement, zoning, or anything else that could accomplish what you are referring to.
