doesnt matter how apathetic the populace is really

its the infrastructure and all the money involved.

lets say, for a thought experiment, that the voting public voted every single current politician out of office and replaced every single high level employee in some government agency. how much do u think things would change?

it would be a new group of people getting money from milking the system
