You can format the HDD and install a new OS. You can also get some password forcing software to get into the existing one if you don't have an OS install disk—might run into some shyt you don't want that the previous owner left on their PC though.

Yeah^. Your best bet is to boot it into safe mode or something and reinstall the disk or whatever it's called. I had to do that when I bought a used mac and the person's original Apple ID was in the system when I factory reset it. It could take a few hours depending on how much stuff was in it but it's the only option I can think of right now

Can't boot into safe mode because Windows 10 fukking sucks you have to enable it. And I can't enable it because I can't fukking log into it

You'll have to get an OS install disk or make one (hell, even use Linux) 'cause you're not getting in without some exotic circumstances or hack tools unless you have an OS to install in there breh

Yeah, that's all stuff you don't need to actually boot into the OS to do. You put the install disk in and bring up the boot menu during the BIOS start sequence (usually you hold down one of the Function keys while the machine starts—you'll see on the boot screen) and select the connected device, disk, or whatever that you have your OS installer on. Run that, format the machine's HDD, and install a new OS on top of it.

This. You gotta reformat. Do it in your bios (unless the bios is locked, which is very, very rare). It's basically a clean install. Just get in your bios and format. That's pretty much your only option.
