It depends on what you're cooking. If you're making a sofrito base, you're supposed to sweat it order to bring out the flavour.She's not right. Vegatables are damn near 95% water and they not flavoring shyt on thier own. Dried seasoning are concentrated forms of let's say onions, so the flavor would be more bold.

I also find that dried herbs can be too potent. Depending on what you're cooking, you might be aiming for subtlety.
