Actually it would only be mandatory for the alleged/named father
Except in cases of women recieving state aid.
The state can make you keep listing and testing till you find out
Who's the bio father.

Also should have mentioned
If someone names you as the father in a paternity court case
You have to appear and the judge will order a test.
You really can't refuse cause you run the risk of contempt of court charges
Plus
Most likely at that point the judge will just legally determine you the father
And you will have waived your right to further dna testing.
