Because your perception is based on relative velocity and acceleration. You detect and perceive movement based on your relative movement to another object, usually the earth.

In the case of a car or plane your perception is relative to the car or plane hence the difference between your speed and the car is 0. It's also why when you decellarate or accelerate in a car you're yanked backwards or forwards because now your relative accelation has changed. While the car is slowing down you're still moving at the same speed until the seatbelt or your collision with another object slows you down.

No, because of conservation of momentum, the person will not feel the movement of the planet below them.

To give you an analogy that works: If you are in a moving pickup truck and jump straight up, you will come back down on your starting point because your body is still moving at the same speed the truck was moving when you jumped.

This is why helicopters can't take off from NY, hover for three hours, then land in California.​

To add more and answer op, expand this concept to the earth. Again all perception of movement is based on relative speed to other objects. When you stand on the earth while it spins however absurdly fast it spins you're also spinning that fast. But your perceived speed is in relation to the earth and since you're both spinning at the same speed you're perceiving zero movement unless you adjust your acceleration relative to the earth by walking forward or whatever and now the difference of your speed relative to the earth is more than 0. That is the perception of movement.

If you're in some isolated zero gravity situation for years and years and then put on Earth I don't think you'll get motion sickness. Because again, once you're on the earth, you're matching that speed and perceiving zero difference. I think you'll be more concerned about the effects of gravity on the body.

I would guess there would be a ton of other factors that would need adjusting to before the rotation of Earth

To answer the question, I'd say no. Assuming he's human and doesn't have some extra senses that we don't have he wouldn't feel a thing..

I may be wrong but Earth is far too massive and it's rotation consistent to feel it's rotation..

But if Earth stopped spinning suddenly, we'd all be dead

And is it possible that we're just used to the motion and don't notice it?
Have you, or do you know of someone that can feel the earth's rotation?

The premise you laid out of a static, non rotating, planet is actually more interesting than the question. I'd like to hear more of your thoughs/details about that place, it's shape, location, etc.
