For those who didn't watch the clip, he's saying that a lot of the popular shows that starred black people would have a character who white people gravitated towards and became amongst the most popular characters on the show. He mentioned Carlton Banks and Steve Urkel, but another one of those characters was JJ Evans.

I don't want to go to deep into this but a lot of the Republican framing of the show is because the writers weren't sure how to portray the Banks family in the late 80s.Carlton is what folk on this board would call a Tom. He used the "Welfare Queens In Cadillacs" trope to justify villifying Black women on public assistance.
He ramped up Nixon's War on Drugs and started ramping up the incarceration of Black folks.
You couldn't say Reagan's name in the Black community without somebody wanting to shoot somebody.
His wife started a campaign even saying, "Look at all these beautiful White faces" for fukks sake.

Bill Clinton built relationships with Black leaders, politicians, and clergy for 30 years before he ran president.
Ronald Reagan was most famous for instituting gun control to stop the Black Panthers from carrying guns.
It's not even close who was more roundly despised by the Black community in the '80s and '90s.
I'd argue most Black folks were fooled by Clinton because Clinton at least tried to appear like he had our interests in mind.

Nobody looked at Urkel as no Tom or "safe" for White people, just that he was a nerd.

Will, was supposed to represent an "authentic" Blackness, while Carlton represented a kid who was so insulated by his parents wealth that he never figured out he was Black.
