Why do you think telelvision shows are called 'programming'? When you program a computer, you are giving the computer instructions to make it do what you, the programmer, wants it to do. Television and other media are extremely powerful ways to disseminate desired values and behaviors. One only has to do a rudimentary study of marketing to know how much psychology goes into trying to get you to buy something.

Most likely gov't pays in-house or huge web forum that gets millions of views. Idk where but it is shown that if you disagree with someone 100% all the time, even when the proof is given with cites and sources, the person is a paid troll.
