actually they let active military do those things at 18...so basically if you're out taking orders, not thinking for yourself, firing guns and killing people, your 18 years is old enough to have access to vices, yet if you're 18 studying how to save lives, innovating, thinking outside of restricted thinking and working toward being a person who might change the world positively, your 18 years is too young to smoke/drink...what!?
