It should not be left up to the officer's discretion. It should be required every time they step out of the car and perform police work in front of civilians. There should be a red light indicating to the public that their camera is on and recording. If the cop doesn't comply it should be immediate termination. They have no problem collecting the dash cam footage (which are on every car in Illinois).It's been proposed but there's a number of problems with the idea which include the officer's discretion of when and if they choose to push the record button in addition to the storage of the video feed. What if they (the officers) just don't hit the record button? Then what?
Most police encounters don't end up in misconduct or abuse, so storing footage of thousands of thousands of police officers every hour of their shift and every day on the job would nearly be impossible.
I can't see the NYPD being able to do that with 35,000 cops.

Like I said, they don't need to record every hour of their shift. There's no need for a million hours of footage of dunkin doughnuts. They just need to press a button and active the camera every time they step out of the car on duty. I don't care if it's a routine traffic stop or a cat in a tree.
Like other posters said, lives are more important than data storage. All across the country police misconduct is out of hand. Any costs of obtaining this footage should come out of their salaries. We pay their salaries. Why is my tax money going to police officers who shoot first and ask questions after the fact? The average cop makes over $50k a year. Those salary numbers need to come down if having body cameras is such a hard thing to make happen.I agree with the idea of the cameras...I'll also add that perhaps more street cameras in "high crime" areas with constant
live surveillance should be available as well. That way everyone is kept in check at all times. I still think there are a lot of difficulties in the costs of equipping and storing the data 24/7 for 35k PO's and detectives for years. An entire department may have to be created for the management and dissemination of the data in a legal process so that there is no conflict of interests involved.
Plus keep in mind, not all cops are in cars...many are foot patrols (in NYC) and still enforce the law. Tactically it could present some problems.
Plus in regards to penalizing the cop? Extermination is highly unlikely. The primary reason being that not turning on the cam is not an actual crime, plus it'll be hard to articulate that as a form of misconduct with the Unions backing them.
Also keep in mind, the City, State or whatever is not going to invest it's money into training an officer only to simply to fire them for not turning on the cam after stepping out of a patrol car.
I think the best way to do this is to mandate troubled cops (i.e cops with X amount of complaints and Internal Affairs investigations ) to be subject to body cams with the aforementioned proposals. It's probably the most cost effective and practical way to apply it IMO.

I don't think that's gonna fly..chances are taxes may have to be increased.
