Nah. Thats a double standard in most states
A law enforcement officer is literally telling someone to ignore the speed limit. This same officer will also pull you over for speeding and give you a ticket.
I've been in that lane and I've seen people going at 30 miles over the speed limit, trying to be on your bumper trying to get you to drive it 30 miles over the speed limit and that's a no.
In some states, I understand that there is a rule saying that you can't be in the left lane unless you're overtaking. For example when passing through Kansas in Missouri , I noticed this myself due to signs that clearly marked this on the side of the road. But this isn't the case in most States. There is no special value to the left lane even if there is an HOV. It's no more dangerous to turn on the right lane then it is to turn and overtake on the left lane.
If you aren't going insanely below the speed limit, there is no such thing as impeding traffic. You are using the road exactly the same way the civil engineers who designed the road intended it to be used.
