An indictment is not like it is a trial with a heavy burden to prove. An indictment just shows there is enough evidence to charge someone with a crime.
1. The NYPD informally banned the chokehold

There was enough to charge him with involuntary manslaughter.
These officer need to start being held accountable for their actions. It is gettin a bit ridiculous now.
