WHO's mistake is they should've forced Western countries to implement Chinese and South Korean measures like mass testing, face masks for everyone, separate quarantine centers for patients with mild symptoms and using intrusive surveillance systems for contact tracing. But they rather chose to be politically correct and just let Western countries do it their own less "draconian" way.

I'm pretty sure the WHO can't "force" countries to do anything. They can tell them to, but there's nothing forcing countries to follow their recommendations.

It's different for every nation, but what matters FAR more than committing some random act of retaliation against random people of Chinese ethnicity is what each country is willing to do regarding their relationship with the Chinese government.
The selling off of raw materials, land, and major strategic assets is a FAR more significant issue in regards to China than some symbolic move against people who happen to be ethnically Chinese.
And that holds regardless of coronavirus. But if you wish to specifically punish the Chinese government for actions against your own nationals in their country, then hit them on trade and diplomatic relations. Don't take an action that could easily metastasize into xenophobia and ethnic violence within your own borders.

Don’t want to overload people who are already suffering with things like that. You have the foresight to see these types of things coming down the pipe but not everyone does or is equipped to handle that type of rapid change.
