Massive legislation is extra necessary if testing %'s are going to go up dramatically. If testing is lax and only those with probable contact or symptoms are tested or seek treatment then we will bleed out slowly but maybe survive. If testing continues to be suggested for everyone, even if there is no trace of potential contact or symptoms but they simply want one...AND there is no legislation passed then there will be a global depression
