Could captain america beat batman's opps?

Stipulations:
All he gets are the shield and a tranq pistol and rifle. Steve is already known as an excellent marksman so he would be fine. The tranq weapons are to make sure he doesn't violate batman's no kill rule.

The context is that batman's in a coma and his backups(bat girl, night wing and Robins have all been sent to the marvel universe)

Could captain america keep the peace?

Cap doesn't have a no kill policy. he'd probably kill the joker on their first encounter as soon as he threatened somebody elses life.
Same with Piguine. Two Face, Calendar Man, Death Stroke etc etc
only one that would give him problems would be MR Freeze because being frozen is his weakness
