The idea isnt to prevent every single death but to prevent the spread of the virus to the extent necessary to avoid overwhelming the healthcare system. Once its determined a state healthcare system can handle the load going forward, a state should open up.

I would be cautious of these death tolls because it’s been confirmed that the governments Are telling medical professionals to mark any death they want as covid19. There is monetary incentive to do so as well.
