Idk what you are trying to argue, again if second wave happens trump has no power to close anything , the first wave happened and trump didn't close anything the governors of the individual states did that's why some states are open now and some states arent and some states never closed.... so if a second wave hits all trump can do is recommend it is up to the individual governors of those states and those particular corps if they want to close..
