Consumer travel might be "shut down" (I don't know) but trade isn't. Looking here is seems like travel is still allowed.

Also quarantine is 14 days but that number is just a sufficiently good numbers (of a range) based on a risk vs. logistics trade-off. Corona symptoms can manifest way later than 14 days. People can be sick for way longer than 14 days. Tests can fail.

That distance would be enough most of the time but in some cases, that's useless. If you're indoor, in a closed space (elevator, car etc) with bad airflow, 6ft would mean nothing because the virus will linger in the air anyway. And by lingering like that the viral load will rise increasing the virus exposure and therefore contamination.
That's why the recommandation is 6ft + mask.
