Kitna has ALWAYS been a below average QB, but not only that he's 41 years old! That sends a bad message signing somebody like him, even IF it's only for insurance...

He played well in Romo's absence in 2010 and he knows the system, so there's reasoning behind the signing. I agree it doesn't make sense to sign a guy who has been retired for three years, but it's not like he's going to play anyway. This isn't any worse than having to rely on David Carr or John Skelton potentially.
