I don’t buy the population control theory only because it’s got a 2% kill rate. If it was 10-15% then I think that would hold water, and we would also be wayyyy more fukked than we are currently.

I don't believe this was released for pop control. (I wouldn't rule it out and maybe it's bigger than that). I do believe it was released intentionally (to stop the Chinese uprising) and the sinister folks underestimated it's lethality.

Any virus that kills hundreds of thousands is a win for pop control tho.
