His biggest problem is how needy he looks.
He's just out and about with only a t-shirt on. No bag or anything. He looks as if he has nothing better to do and is scouting the area for p*ssy. That's neediness.
Cold approach is at it's worst when you LOOK like you're going around cold approaching. The way he approaches them is as if he was seeking them out and NOT like he just happened to run into them while going about his day. He wouldn't even at least get to the point and close. He really wanted to linger around and bother these girls like he had nothing to do.
He also can't read social cues which makes him lose any trust he could've gotten.
Everything about him screams low value creep.
