I know this is gonna piss you off because you love KENTA and all, but he is not a HUGE start for him to get preferential treatment on the current roster.
Was he an amazing worker 5-6 years ago? Yes
Is he one now? Not really. He's still very good be he ain't BITW material as before.
Was he ever a big draw? No. He was decent. You take into account his Jr. Heavyweight status in a business like puroresu and he was a reliable hand.
Was he a star in Japan? For his era, yes. He was/is over as fukk and is at the very least a top 3 Jr. in the last decade. Thing is, that doesn't mean as much as it did in the 90's. He's no Hayabusa/Ultimo/Great Sasuke/Liger in terms of star power.
None of those things should make WWE go "we gotta put him on the main roster ASAP!".
The only thing he has going for him is his great ability in the ring. You can make a case of him being sent to NXT being a dumbass move considering he already is better than a big part of the roster. BUT, he is also very injury prone and has to at least show to people he can adapt quick (
I think he can btw). There's no reason to rush him and let creative do a Tensai with him
