Cuomo ain't give two shyts about this until recently Hasn't been tested in the USA or in a rail tunnel anywhere, I feel comfortable with this 
And he already started 
with the 15-20 months timeline. Like a comment said on the curbed site, "well this possibly can't go wrong at all". When they're done with that shyt and parts of that tunnel start collapsing, I can't even think of the insane backlash that's gonna happen.
