Yes but this only applies to DACA recipients who live in NY and meet the requirements.

This is not being extended to all DACA recipients nationwide. Also, most Americans being drowned in debt is not the fault of Dreamers. Americans should elect politicians that either significantly reduces college tuition nationwide or makes it free (through increased taxes). The Dreamers are not the reason why America is a complicated country.

And once those displaced Puerto Ricans have lived in NY for a year, they can apply as well. The subsidization of instate tuition is allowed due to state and local taxes. Dreamers have been paying into that system, out of staters have not. It's that simple

If displaced US citizens have to wait for residency then Dreamers wait in line behind legal immigrants in the process to gain citizenship.
