You're so slimy and disingenuous. Of course there are more whites under the poverty line because there a much more whites in the country. Words like "disproportionate" refer to the differences in the percentage of blacks vs whites living in poverty.
You can't combat problems without understanding and dealing with the root cause of the problems. That's basic shyt. Your strategy to combat black poverty is to simply stop poor blacks from procreating? Why would you rather punish blacks for being victims of a system that oppresses them than confront the system itself?

The ONLY way the race can combat it, is by tightening itself up. Promoting education, nurturing of their youth and making sure the next generation are brought into the world under the right circumstances to combat the system. Bringing in kids under poverty, single parents, drugged out parents, for damn sure ISNT going to help. The reason they have them on drugs and low funded schools is for that very fukking reason. Youre basically encouraging people to keep breeding in a roach motel. TF do you think is going to happen? More being stuck in the motel. Weve been seeing it for 20 years. Nothing is changing. We have a few decades to know this method IS NOT working. how about slowing down the birth rate in the motel, and telling those outside of it to breed a strong stock that can combat the system from outside. This has worked time and time again in homogenous countries. Countries that allowed their poor to out breed intellectual class have all gone backwards and into shyt (see china cultural revolution, cambodia, n.korea, eastern blocs etc), then see countries that do the complete opposite, Denmark, Japan, Germany, Canada.
