Portland wasted Dame and CJ

there was a window 6-7 years ago when they were a right trade or free agency signing away from really being a contender. Played really good basketball for a while under Terry Stotts.
Why is there no accountability on the blazers gm for failing Dame?
It's always "Dame is too loyal", "Dame doesn't want to be in a super team"
They rarely mention how management has done a terrible job
I get that the easy scapegoat answer everyone says is that "no one wants to go to portland"... but why are we not holding this organization accountable?? absolutely NO heat is coming their way and that's bs. This should be completely on them

Part of it is Dame himself. He has subtle flaws that dictate how you build your team.
For starters, for many years - including this one - his defense hasn't been good - including his
team defense, which is a big problem (and part of why they had to play a lot of zone defense this year)
His playmaking and passing is alright but not enough for him to be a solo ball handling point guard (hence why they needed McCollum. Consequently, this gave them a backcourt with meh defense).
And he still relies on the pick n roll, a lot. So it makes it harder for them to work with legit big man. That's why they kept Nurkic, and even had Kanter and Meyers Leonard at certain points. (This is something that also hurts Trae Young.)
And dame doesn't have the stamina to run around like Curry does for a heavy ball movement offense.
And Dame has gone out somewhat badly into the playoffs sometimes.
And lastly, part of it is the Market itself, Portland. Not many want to go there.
So as a result, it limits how they build around him. Remember that 2018 Portland vs New Orleans series? Remember how Davis just blew up their offense and blitz their PnR?
Remember the 2019 WCF where the blazers were up by around 15 points in the 3rd quarter, 3 different games? Remember how Dame didn't play that great, and they lost all those games?
Basically, Dame is more suited as a number 2 option on a Finals contending team. He's really good player - awesome shooter, clutch, etc. but he's better off being a 2nd option for a frontcourt player like Embiid, Giannis, etc. due to his limitations.
