Just because you exclude someone doesn't mean you don't obsesse over them. I'd say creating laws that remove them from places you dwell requires a lot of thought and the feel of a constant threat. As a matter of fact, the KKK was created due to a negative obsession with what black men might do to white women. How often must you think about a person to create an entire organization to attempt and exterminate them? Name one black organization created for that reason.
