With respect to the second question, you say “he” as if a single car hit or almost hit that wreck. There were like 5+ cars that nearly hit that wreck. That points to poor visibility which people speeding are unable to react in time to the wreck once they finally see it.

IDK they installed these new LED lights over the GCP so you can see better at night. san diego freeway slacking all those tax dollars and cant see shyt...
