The prequels had dope ass villains period.
Combined they make up Vader.
Darth Maul - the hatred and anger
General Grievous - the prototype for half robot
Count Dooku - the fallen Jedi.
Combine them and you have Darth Vader.

Absolutely.
I feel like Dooku got his due because they spent a good part of Episode II building him up (especially when we find out he's also Darth Tyranus pretending to be Sify Dyas).
Maul though
cut out two Jar Jar scenes /one senate scene and dedicate them to Maul tearing up shyt trying to find the Queen and Episode I becomes 
Grievous was dope enough, would've been ill if he was introduced in the Geonosis part of Episode II. In Episode III we got the weaker cowardly version because Mace Windu slept him and sent him to the bushes.
