I lived in both cities. I went to Howard and I'm from the Philly area, thus I've been in both cities for YEARS. When I'm out on U Street I don't see the same amount of bad black chicks that I do out on South Street. Outside of Howard and the immediate area around Howard, there isn't a massive amount of bad black chicks walking around D.C. There are in Philly.
