right click on desktop
select new
click shortcut
Paste this and click next "C:\Windows\System32\shutdown.exe /r /t 0"
Name it restart
Drag the shortcut to the taskbar.

You now have a restart icon in the taskbar

"C:\Windows\System32\shutdown.exe /p"
That will create a shutdown one
