I’ve heard one of the main reasons chip building is mostly overseas is because of the environmental destruction

I think China JUST started to maybe fix they smog situation or at least improved it

All manufacturing processes produce a ton of smog, its cheaper to manufacture products in China because they had less regulations. Instead of adding more regulations, they're changing the process of generating electricity.

Solar panels across the American west in places like Utah and Nevada can power the entire country. Energy costs would go down.

It's a good time to be in any industry related to electricity generation and transmission. Utility companies can't build out capacity fast enough to accommodate the data center growth.

Shouldnt they build these centers NEAR power plants or electric companies?!!?

They can/are being built by transmission lines, don't have to be close to a power plant, just needs to be a transmission line (the steel tower lines). Generation (power plants) is shared between state lines, avoids situations like the blackout from 03.
