Great deal for the Raiders. Draft picks are not a guarantee and rookie wrs rarely perform at a high level. There have been exceptions but Justin Jefferson is not the norm.

This WR draft class is stacked as hell : Jameson Williams, Treylon Burks, Drake London, Chris Olave, Garrett Wilson.
And these guys are not just great players, they're intelligent wideouts. So they obviously feel he can be replaced. Problem is though the QB is 38.
You have one of the 5 best WR's in the league already, the best route runner in the league with a telepathic partnership with Rodgers. Why risk messing that up? I'm guessing financially it was impossible after he turned down 23 mil
