Are you from St. Louis? This man was a captain for the St. Louis PD. Not STL COUNTY. If you are from STL You would understand that STLPD is the HOOD, and damn near completely black, especially if you discount the south side. STL, not the county, is literally the worst hood in America and the county is the burbs. The city and county are two completely diff entities. The black cops in STLPD are literally policing neighborhoods they grew up in, which should be commended. They are plenty of black captains, and commissioners in STL.
