This is gonna be a tough one. I think DC would have a better chance if they attached themselves to other statehood movements like PR. Dems gotta play up the angle of minorities being disenfranchised.

I keep saying the DC issue is easily answered by having the residents vote through Maryland. It’s the island territories that are more tricky.
