it's not as bad of a signing as ppl are making it. the texans won 9 games with mallet and hoyer 
so they're a decent QB away from being super bowl contenders.
did they overpay? sure, but they probably feel like now is the time to go all in. the defense is elite, hopkins is a big play making WR, they got miller as their RB and the colts, titans and jags are struggling. now is the time to make a desperate move. the window to win a super bowl is small in the nfl.

I understand the move...wouldve gone with RG3 for similar ceiling at much lower pay but when theres only a handful of good QB's in the league u gotta do what you gotta do

Thr truth is Osweiler is not better than Hoyer so Houston lost for signing him for so much.
