Brock has only played half a season so how can you come to this conclusion?
He played well during his starts and made some great passes. His interception is skewed because he had one game where he threw I think 4 interceptions. I would say it's safe to assume that his ceiling is higher than what you saw in Denver plus Hopkins now have a QB that can throw the ball deep to him.
