looking for some of the couregeous upstanding men in blue you speak of showing support... but for some reason no pics of cops wearing 'I can't breathe shirts' came up...

you have to be rational and realize there are GOOD cops out there. they just can't rock i can't breathe shirts.. it'll alienate them from their own police force and what they get in a shootout, and backup don't come? just an example.

It's very subjective because it depends on which side of a conflict one is.
But terrorism has a few key points IMO :
- acts of violence with the purpose of creating terror, fear ;
- justified by an ideological, political and/or religious (there may be others) goal ;
- no regard for civilians' safety.

So by good cops you just mean neutral-at-best cops that dont stand for anything so they can blend in.
