Because they are women. Just as a short woman is also a woman even though they're not tall women. Trans and Cis are subcategories of the broader category of woman. You are making the same uneducated mistake that conservatives make in confusing gender for sex.
What do you mean "if this is about gender", we're talking about transgender people. And yes, gender is a social construct that is largely performative. I'm assuming they didn't cover de Beauvoir in your Liberty University degree, but this is a pretty basic concept that has been universally accepted by people who think for a living.
