He says he's voting for the bill to stop Trump from using a shutdown to seize more power, but the bill already gives Trump that power by letting him decide how money is spent (effectively granting him power of the purse) and enabling him to withhold funds from programs he doesn't like. It increases military and DHS funding while gutting Democratic priorities (head start and community health centers), gives Trump more control over tariffs, and strips Congress of its ability to check him. He claims he's trying to stop Trump, but all he's doing is collaborating in consolidating his power.
